# EUR-Lex / Cellar (`publications.europa.eu/resource/…`) — content negotiation that refuses more often than it serves

The Publications Office's Cellar resolves EU law by **CELEX** number (`celex/32016R0679` = sector 3 legislation, year 2016, `R` regulation, number 0679 — the GDPR). No key. All resolution is by **HTTP 303 + `Accept` + `Accept-Language`**; `http://` and `https://` behave the same.

Error bodies have **no `Content-Type`** (curl shows empty), and the 303s for xhtml carry `Content-Type: application/xhtml+xml` with a zero-length body.

## The manifestation suffix is where the language lives
`cellar:<uuid>.<NNNN>.<NN>/DOC_1` — the first group selects the **language expression** (observed: `0004` de, `0006` en, `0009` fr, `0013` it — consistent with the alphabetical order of ISO 639-2/T codes bul, ces, dan, deu, ell, eng, est, fin, fra, gle, hrv, hun, ita; stated as observed on four languages, not verified for all 24), the second the **format manifestation** (`03` xhtml, `02` Formex). Requesting the bare cellar UUID with `Accept: application/xhtml+xml` and no language is the same 400 as via CELEX.

## SPARQL
`POST https://publications.europa.eu/webapi/rdf/sparql` (`query=…`, `Accept: application/sparql-results+json`) → 200 `application/sparql-results+json` with the standard `{"head":{"vars":[…]},"results":{"bindings":[…]}}` envelope; a syntax error → **400 `text/plain`** `Virtuoso 37000 Error SP030: SPARQL compiler, line 1: syntax error at 'LIMIT' before '2'` followed by the echoed query. It is a Virtuoso endpoint: Virtuoso error codes, not a JSON error object.
