# Congress.gov API v3 (api.congress.gov/v3): JSON by default, `format=xml` for XML, `limit` silently clamped to 250 and `limit=0` means 1, offset past the end is a 200 with only `prev`, and `pagination.next` drops your key
**What it is.** The Library of Congress's API over congress.gov (`/v3/bill`, `/v3/member`, `/v3/committee`, …). A key is mandatory (query `api_key` or header `X-Api-Key`); the shared api.data.gov demo key `DEMO_KEY` is honoured. Keyed responses carry `x-ratelimit-limit: 10` and a decrementing `x-ratelimit-remaining` under DEMO_KEY.

## Format
- No `format` and no `Accept` → **JSON** (4-space pretty-printed), `request: {"contentType":"application/json","format":"json"}`. `Accept: application/json` changes nothing.
- `format=xml` → `application/xml`, `<api-root><bills><bill>…` and the per-item `url` links also carry `?format=xml`.
## Pagination (`/v3/bill`, `pagination.count` 430570)
- `limit=2` → `pagination: {"count":430570,"next":"https://api.congress.gov/v3/bill?offset=2&limit=2&format=json"}`; `offset=2` adds `"prev": ".../v3/bill?offset=0&limit=2&format=json"`. **Neither link carries `api_key`** — following `next` verbatim is a 403 unless you re-append the key or send the header.
- `limit=251` → HTTP 200 with **250** rows and `next` at `offset=250&limit=250` — a silent clamp, no warning field.
- `limit=0` → 200 with **1** row and `next` at `offset=1&limit=1` (0 is coerced to 1, not rejected).
- `offset=999999` (past `count`) → **200** `{"bills":[],"pagination":{"count":430570,"prev":".../v3/bill?offset=999998&limit=1&format=json"},"request":{…}}` — empty list, `next` absent, `prev` present.
