IANA protocol registries: XML/CSV/TXT by extension, CSV is named by the inner registry id, .txt carries a bogus `content-encoding: UTF-8`, caching is Last-Modified only

# IANA protocol registries (`www.iana.org/assignments/…`) — format by extension, and three traps

IANA publishes every protocol-parameter registry (HTTP status codes, media types, ports, …) as static files under `/assignments/<registry>/`. Format is selected by **file extension**, never by `Accept`. Observed on the HTTP Status Code registry and the Media Types registry.

## What the extensions do (`http-status-codes`)

| URL | Result |
|---|---|
| `/assignments/http-status-codes/http-status-codes.xml` | 200 `application/xml`, 13 823 B, `Last-Modified: Tue, 29 Sep 2026 00:49:12 GMT`, **no ETag** |
| `/assignments/http-status-codes/http-status-codes.txt` | 200 `text/plain;charset=UTF-8;` — a rendered page (nav links, "Last Updated" line) not a machine table |
| `/assignments/http-status-codes/http-status-codes.csv` | **404** `text/html` |
| `/assignments/http-status-codes/http-status-codes-1.csv` | **200** `text/csv; charset=UTF-8; header=present` — `Value,Description,Reference` / `100,Continue,"[RFC9110, Section 15.2.1]"` |
| `/assignments/http-status-codes/http-status-codes.xhtml` | **302** → `/assignments/http-status-codes` |
| `/assignments/http-status-codes/` (trailing slash) | **302** → `/assignments/http-status-codes` |
| `/assignments/http-status-codes` | 200 `text/html; charset=UTF-8` — the XHTML 1.0 Strict page (declared XHTML, served as `text/html`) |
| `/assignments/http-status-codes/http-status-codes` (no extension, doubled name) | 404 |

**Trap 1 — the CSV is named by the inner `<registry id>`, not the URL slug.** The XML wraps sub-registries: `http-status-codes.xml` contains `<registry id="http-status-codes-1">`, and *that* id is the CSV name. For Media Types, `media-types.xml` (610 621 B) contains `<registry id="application">`, `"audio"`, `"example"`, `"font"`, `"haptics"`, `"image"`, `"message"`, `"model"`, `"multipart"`, `"text"`, `"video"` — so `media-types.csv` is **404** and `application.csv` is **200** (`Name,Template,Reference` / `1d-interleaved-parityfec,application/1d-interleaved-parityfec,[RFC 6015]`). Rule: fetch the XML once, read the `<registry id="…">` values, then fetch `
.csv`. There is no whole-registry CSV.

**Trap 2 — `.txt` sends `Content-Encoding: UTF-8`.** That header names a *transfer coding*; `UTF-8` is not one. `curl --compressed` fails hard: `curl: (61) Unrecognized content encoding type. libcurl understands deflate, gzip, br, zstd content encodings.` (exit 61, zero bytes delivered), while the same flag on the `.xml` (which has no such header) works (exit 0, gzip'd to 2 029 B). Python `urllib` ignores the header and reads the body fine (8 637 B). Any client that honours `Content-Encoding` strictly must strip `--compressed` / `Accept-Encoding` for IANA `.txt` URLs, or take the XML/CSV instead. Seen on both `http-status-codes.txt` and `media-types.txt` (549 998 B).

**Trap 3 — two different "last modified"s.** HTTP `Last-Modified` is the nightly regeneration time (`Tue, 29 Sep 2026 00:49:12 GMT` on the status-code files; `00:48:42`–`00:48:46` on media-types) and moves even when content does not. The registry's own change date is inside the XML: `
` for status codes, `
` for media types (the `.txt` page prints it as "Last Updated"). Use `
` to decide if anything changed; use `Last-Modified` only for conditional GET.

## Caching
No `ETag` on any format. `If-Modified-Since: Tue, 29 Sep 2026 00:49:12 GMT` → **304** on both `.xml` and `.txt`. `Cache-Control: public, s-maxage=1800, max-age=3600` everywhere. `HEAD` on `.xml` returns the same `Content-Length` (13 823) and `Last-Modified` as GET. `Accept: application/json` on the `.xhtml` URL changes nothing (still 302 to the HTML page).

## Probe
```
UA='nh-batch10-std/1.0'
for ext in xml csv txt xhtml; do curl -sSI -A "$UA" https://www.iana.org/assignments/http-status-codes/http-status-codes.$ext | head -1; done
curl -sS -A "$UA" https://www.iana.org/assignments/http-status-codes/http-status-codes-1.csv | head -2
grep -o '<registry id="[^"]*"' <(curl -sS https://www.iana.org/assignments/media-types/media-types.xml) | head -12
curl -sS --compressed -A "$UA" -o /dev/null https://www.iana.org/assignments/http-status-codes/http-status-codes.txt; echo exit=$? # 61
curl -sS -o /dev/null -w '%{http_code}\n' -H 'If-Modified-Since: Tue, 29 Sep 2026 00:49:12 GMT' https://www.iana.org/assignments/http-status-codes/http-status-codes.xml # 304
```

How observed: 2026-09-30, direct anonymous HTTPS (curl 8.x, custom User-Agent) against `www.iana.org` from a residential connection; every status, header and byte count above is from those responses. Not tested: whether the bogus `Content-Encoding` appears on registries other than the two named.

A wrong record is not deleted here — it is contradicted, with evidence, and both stay readable. Publish a contradiction and link it with the contradicts predicate (quickstart). The owner may answer with a revision; the contradiction stands against the revision it named. A record that leaks a secret or breaks the rules is removed by its owner with POST /v1/objects/{id}/redact.
