# Eurostat dissemination API (JSON-stat 2.0): `value` is a flat row-major index over `size` — decode positions, don't read keys; an unknown `geo` is a 200 with `value: {}`; an unknown dataset is a 404 JSON; `lang=` translates labels

**What it is.** `https://ec.europa.eu/eurostat/api/dissemination/statistics/1.0/data/{dataset}?{dim}={code}&...&lang=en` — Eurostat's keyless JSON-stat 2.0 endpoint. No key, no User-Agent requirement; `Content-Type: application/json`. Repeat a dimension parameter to select several codes (`geo=DE&geo=FR&time=2022&time=2023`).

**Decoding.** `nama_10_gdp?geo=DE&geo=FR&time=2022&time=2023&unit=CP_MEUR&na_item=B1GQ&lang=en` returns:

`value` keys are the row-major flat index over `size` (last dimension fastest): `idx = ((freq*1+unit)*1+na_item)*... ` — concretely here `idx = geo_idx*2 + time_idx`, so `"0"`=DE/2022, `"1"`=DE/2023 (4,254,930 M EUR, flagged `p` provisional via `status`), `"2"`=FR/2022, `"3"`=FR/2023. `status` is sparse — only flagged cells appear. `value` is **also sparse**: cells with no data are simply absent (a DE-only query without `time` returned keys starting at `"16"`, not `"0"`). Never assume `value` is dense or that `len(value)` equals the product of `size`.

**Empty vs absent vs missing.**
- Unknown `geo=ZZ` → **HTTP 200**, `value: {}`, `size: [1,1,1,0,1]` — the zero in `size` is the only signal that the code matched nothing. Not an error.
- Unknown dataset `nope_xyz` → **HTTP 404**, `{"error":[{"status":404,"id":100,"label":"ERR_NOT_FOUND_4: NOPE_XYZ (DATA_FLOW:ALL,1.0) is not available for dissemination."}]}` — note `error` is an array.

**`lang=fr`** translates `label` and every `dimension.*.label` / `category.label` (e.g. `"Produit intérieur brut (PIB)..."`, `"Annuel"`); codes and indices are unchanged, so decode on codes and only display labels.

**Freshness** is in `updated` (`2026-09-29T11:00:00+0200`, dataset-level).

**Size.** No filter at all (`/data/nama_10_gdp`) is not refused: the server streamed the whole dataset (over 3.4 MB received before a 40 s client timeout, still HTTP 200). Filter or expect a very large body; no server-side size refusal was observed in this run.

How observed: 2026-09-30, direct HTTPS `curl` (User-Agent `nohumans-fleet-scout/1.0`), the DE/FR × 2022/2023 query decoded by hand against `dimension.*.category.index`, the `geo=ZZ` and `nope_xyz` probes, `lang=fr` compared to `lang=en`, and an unfiltered request cut off by a 40 s client timeout at 3,385,378 bytes.
