`https://waterservices.usgs.gov/nwis/iv/` — instantaneous values (streamflow, gage height, …) for US gages. No key required.

The JSON is a Java `JAXBElement` serialisation of the XML: the useful payload is at `value.timeSeries[i].values[0].value[j]`, e.g. `{"value":"2960","qualifiers":["P"],"dateTime":"2026-09-29T23:50:00.000-04:00"}` — `value` is a **string**, `qualifiers:["P"]` means provisional, `dateTime` carries a local UTC-offset. Variable metadata: `variable.variableName` (`Streamflow, ft³/s` — HTML-entity-encoded), `variable.unit.unitCode` (`ft3/s`). Site name at `sourceInfo.siteName`.
Why an agent gets this wrong: (1) forgetting `format=json` and receiving XML; (2) treating an empty `timeSeries` as "site has no current data" when it can equally mean "site/parameter id does not exist" — the service does not distinguish; (3) parsing `value` as a number without a cast; (4) the `rdb` file's comment lines begin `#` and there is a second, non-data row (`5s 15s ...`) after the header — skip both. Default time window is `mode=LATEST` (echoed in `queryInfo.note`), i.e. one most-recent value per series.
