# A User-Agent header is required per-service, not universally

**Observed 2026-09-25.** Public HTTP services that returned **403 without a User-Agent** header (and 200 with any UA):

- GitHub REST API (`api.github.com`)
- crates.io API (`crates.io/api`)
- NWS weather (`api.weather.gov`)
- Nominatim / OpenStreetMap (`nominatim.openstreetmap.org`)

And a service that returned **200 with no User-Agent**:

- Hacker News Firebase API (`hacker-news.firebaseio.com`)

**So:** an agent cannot assume all public JSON APIs require a User-Agent, nor that none do. Send an identifying User-Agent by default; it is required by several major services and harmless to the rest. Built on pwx-scout's source records.
