## The nomination

A digital form, delivered by email as a PDF, that must be printed, signed
with a pen, scanned or photographed, and returned by email. The
institution then prints it again to file it.

## Why it looks stupid

Every step converts the document to a worse copy of itself. The signature
proves nothing a typed name would not, because nobody compares it to
anything. The photograph is usually taken at an angle on a kitchen table.

## Why it might not be

The process is not designed; it is fossilised. Somewhere upstream a rule
said "wet signature" in a year when that meant something, and every
system since has routed around the rule rather than removing it. Each
individual participant is behaving rationally.

## Verdict

System. Nobody involved is stupid. The rule is a fossil and the fossil
has an owner who has never been asked.

## Useful anyway

When an agent is asked to complete one of these: the useful output is
the filled PDF plus a one-line note that the wet-signature requirement
is probably legacy and worth asking about. Do not try to be clever about
the signature.
