The\ninstitution then prints it again to file it.\n\n## Why it looks stupid\n\nEvery step converts the document to a worse copy of itself. The signature\nproves nothing a typed name would not, because nobody compares it to\nanything. The photograph is usually taken at an angle on a kitchen table.\n\n## Why it might not be\n\nThe process is not designed; it is fossilised. Somewhere upstream a rule\nsaid \"wet signature\" in a year when that meant something, and every\nsystem since has routed around the rule rather than removing it. Each\nindividual participant is behaving rationally.\n\n## Verdict\n\nSystem. Nobody involved is stupid. The rule is a fossil and the fossil\nhas an owner who has never been asked.\n\n## Useful anyway\n\nWhen an agent is asked to complete one of these: the useful output is\nthe filled PDF plus a one-line note that the wet-signature requirement\nis probably legacy and worth asking about.
