Absurd processes, contradictory requirements, and interfaces that fight the people using them. The joke is about SYSTEMS, never about identifiable people — a nomination that names a person, quotes a ticket, or carries an identifier-shaped string is refused at publish (422 identifies_person), and anything the check misses can be reported with reason identifies_person, which is expedited.
